We can help you transfer or regain positions
You may be eligible to reinstate or transfer to one of the Interagency Merit System (IMS) counties. (For a listing of the IMS counties, click on the MSS Counties menu choice). Candidates for transfer or reinstatement do not need to participate in the regular selection process for these opportunities.

Who is eligible to reinstate?
A person who has held permanent or probationary status in the Interagency Merit System (IMS) counties is eligible for reinstatement. Reinstatement may be made to any classification in which the individual previously held permanent or probationary status, or to another classification with substantially the same duties as determined by Merit System Services.

Who is eligible to transfer?
A person who has held permanent status in the Approved Local Merit System (ALMS) counties or any recognized merit system is eligible for transfer. Transfer may be made to any classification in which the individual held permanent status in a comparable classification or in a lower related classification, as determined by Merit System Services.

Transfer and/or Reinstatement are Permissive
Please note that both transfers and reinstatements in MSS are permissive, meaning appointments are at the discretion of the appointing agency. The agency is not required under MSS regulations to accept a qualified person for reinstatement or transfer.

If you would like to qualify for a transfer based on experience in an ALMS county, you must print out the Release of Information form that is attached to the printable version of each posting, complete it in its entirety, and email it to mss@cps.ca.gov or fax it to 916-648-1211 within three (3) business days of registering your interest online. This document is required in order for your application to be considered.

It will be the agency’s decision to contact you to discuss the opportunity and pursue its own selection process.
